TSI Telematics — telematics applications for freight and passenger services

Scope

The single Telematics TSI: Implementing Regulation (EU) 2026/253 merges the previously separate telematics TSIs for freight (TAF) and passenger (TAP) services into one specification for the electronic data exchange of the EU rail system, applicable from 1 March 2026.

The Telematics TSI closes a long-signposted duplication: TAF (freight data exchange — consignment notes, train running information, wagon movement, ETA messaging) and TAP (passenger data — timetables, tariffs, reservations, rights information) shared much of their technical architecture yet lived in separate regulations with separate governance. Implementing Regulation (EU) 2026/253 repeals both founding regulations with effect from 1 March 2026 and carries the requirements forward as one subsystem TSI, so railway undertakings, infrastructure managers, keepers, ticket vendors and IT suppliers implement a single telematics baseline. Existing TAF/TAP implementations transition to the merged requirements; the message and interface layer continues to evolve through the TSI's change-control rather than through parallel freight and passenger tracks.
