TSI Locomotives and Passenger Rolling Stock

Scope

Commission Regulation (EU) 1302/2014 laying down the technical specification for interoperability for the 'rolling stock — locomotives and passenger rolling stock' subsystem (TSI LOC&PAS), covering vehicle structure, running dynamics, braking, energy interfaces and environmental conditions. It defines the essential requirements rolling stock must meet for EU vehicle authorisation, and is used by manufacturers, railway undertakings and notified bodies in conformity assessment. Amended by Regulations (EU) 2020/387, 2023/1694 and 2025/675.

Commission Regulation (EU) No 1302/2014 lays down the Technical Specification for Interoperability for the 'rolling stock -- locomotives and passenger rolling stock' subsystem (TSI LOC&PAS), setting essential requirements and basic parameters covering vehicle structure and mechanical parts, running dynamics and interaction with track, braking performance, environmental conditions, and interfaces with the energy and control-command subsystems. Manufacturers use the TSI together with the detailed CEN and CENELEC standards it references -- including structural, crashworthiness, fire safety and braking standards -- to design rolling stock, and notified bodies apply its conformity assessment modules to issue EC declarations of verification before a vehicle type can be authorised. Railway undertakings rely on the TSI's requirements to confirm that vehicles they operate remain within their authorised technical envelope, particularly for interfaces with infrastructure and traction power supply covered by other subsystem TSIs. The Regulation has been amended several times, most recently by Regulations (EU) 2020/387, (EU) 2023/1694 and (EU) 2025/675, each updating specific basic parameters or transitional arrangements while the 2014 founding regulation remains the legal basis. It is the principal technical reference for authorising locomotives, multiple units and coaches for interoperable service across the EU.
