TSI Infrastructure

Scope

Technical specification for interoperability for the infrastructure subsystem of the EU rail system, defining requirements for track layout and geometry, structure gauge, platforms, load-bearing capacity and line performance parameters by category of line. It is the reference against which infrastructure managers, contracting entities and notified bodies design, build, upgrade and assess railway lines for interoperability.

Commission Regulation (EU) No 1299/2014, the Technical Specification for Interoperability for the infrastructure subsystem, defines the essential requirements and technical parameters governing track layout and geometry, structure gauge, platform height and length, and the load-bearing capacity of infrastructure by line category. It sets out the basic parameters infrastructure managers, contracting entities and notified bodies must use when designing, constructing, upgrading or renewing lines and stations to be interoperable across the EU rail network, working together with the detailed CEN infrastructure standards for line categorisation and gauge calculation. The TSI defines conformity assessment procedures for structural subsystems and specifies the register of infrastructure (RINF) parameters that infrastructure managers must report. It was amended by Implementing Regulation (EU) 2023/1694 as part of the 2023 TSI revision package, updating basic parameters while the 2014 founding regulation remains in force. As one of the six subsystem TSIs under the Interoperability Directive, it is the primary reference for infrastructure managers and designers demonstrating that new or upgraded lines meet EU interoperability requirements.
