TSI Telematics Applications for Freight Services

Scope

Commission Regulation (EU) No 1305/2014 defined the TSI for the telematics applications for freight (TAF) subsystem, harmonising data exchange between railway undertakings, infrastructure managers and other actors for consignment notes, train running information, wagon movement and ETA messaging. It was repealed with effect from 1 March 2026 by Implementing Regulation (EU) 2026/253, which merges TAF and TAP into a single Telematics TSI.

Commission Regulation (EU) No 1305/2014 defined the Technical Specification for Interoperability for the telematics applications for freight (TAF) subsystem, harmonising the electronic data exchange between railway undertakings, infrastructure managers, keepers and other actors involved in freight operations -- covering consignment notes, train running information, wagon movement messages and estimated time of arrival data. It required affected parties to implement common message formats and communication interfaces so that freight status information could flow consistently across company and national boundaries. The TSI worked alongside the passenger-facing TSI TAP, with which it shared much of its underlying technical architecture for telematics messaging. It was repealed with effect from 1 March 2026 by Implementing Regulation (EU) 2026/253, which merges the freight and passenger telematics requirements into a single Telematics (TEL) TSI. Railway undertakings and infrastructure managers that previously implemented TAF messaging must transition to the requirements of the successor Telematics TSI from that date.
