Scope

Technical Specification for Interoperability for the energy subsystem of the EU rail system, covering traction power supply, overhead contact line geometry and performance, pantograph interaction interfaces and on-board energy measurement. It defines the essential requirements infrastructure managers, contracting entities and notified bodies apply when designing, assessing and authorising electrification fixed installations.

Commission Regulation (EU) No 1301/2014, the Technical Specification for Interoperability for the energy subsystem, sets the essential requirements and technical parameters for fixed electric traction power supply installations on the EU rail network. It covers the electrical characteristics and geometry of overhead contact lines, the performance criteria for the interaction between pantographs and the contact line, and the requirements for on-board energy measurement systems used for billing and network management. Infrastructure managers, contracting entities and notified bodies apply the TSI when designing, building and assessing new or upgraded electrification installations, working alongside the detailed CENELEC standards it references for overhead contact lines, pantograph interaction, and traction supply voltages. The TSI's consolidated version reflects amendment by Implementing Regulation (EU) 2023/1694, part of the 2023 TSI revision package, which updated its basic parameters without replacing the founding 2014 regulation. It is one of the six subsystem TSIs that, together with the Interoperability Directive, form the EU's technical interoperability framework for the rail system.
