Implementing Regulation amending TSIs (LOC&PAS, INF, ENE, WAG, NOI, PRM, etc.)

Scope

Commission Implementing Regulation (EU) 2023/1694, the core act of the 2023 TSI revision package, amends the TSIs for freight wagons (WAG), infrastructure (INF), accessibility for persons with disabilities and reduced mobility (PRM), energy (ENE), locomotives and passenger rolling stock (LOC&PAS) and noise (NOI), as well as the Register of Infrastructure regulation. It introduces harmonised requirements supporting automation, digitalisation and rail freight, and is the reference against which RUs, IMs, manufacturers and notified bodies must assess new and upgraded subsystems.

Commission Implementing Regulation (EU) 2023/1694 is the core act of the 2023 TSI revision package, amending in a single instrument the Technical Specifications for Interoperability for freight wagons (WAG), infrastructure (INF), accessibility for persons with disabilities and reduced mobility (PRM), energy (ENE), locomotives and passenger rolling stock (LOC&PAS) and noise (NOI), together with the Implementing Regulation on the Register of Infrastructure (RINF). Rather than replacing each TSI's founding regulation, it introduces targeted technical updates within them -- supporting automation, digitalisation and the competitiveness of rail freight -- while each subsystem TSI retains its own original regulation number as amended. The amendments were developed by the European Union Agency for Railways in consultation with the sector and are reflected in the consolidated versions of each affected TSI published on EUR-Lex. Railway undertakings, infrastructure managers, manufacturers and notified bodies must assess new and upgraded subsystems against the amended requirements from the applicable date set in the Regulation, using the updated basic parameters and conformity assessment procedures it introduces. It sits alongside the earlier TSI packages as the most recent horizontal amendment covering six subsystem TSIs and the RINF regulation together.
