TSI Telematics Applications for Passenger Services

Scope

Technical specification for interoperability covering the telematics applications for passenger services (TAP) subsystem, defining EU-wide data exchange standards for timetables, tariffs, reservations and passenger information between railway undertakings, ticket vendors and station managers. Repealed with effect from 1 March 2026 by Implementing Regulation (EU) 2026/253, which merges TAP and TAF into the single Telematics (TEL) TSI.

Regulation (EU) No 454/2011 defined the Technical Specification for Interoperability for the telematics applications for passenger services (TAP) subsystem, setting EU-wide data exchange standards between railway undertakings, ticket vendors and station managers for timetables, tariffs, reservations and real-time passenger information. It required affected parties to adopt common message formats and reference data so that multi-operator and cross-border journey information, ticketing and disruption data could be exchanged reliably. The TAP TSI shared its underlying telematics architecture with the freight-facing TSI TAF, and both were coordinated through the same governance structure involving railway sector representative bodies. It was repealed with effect from 1 March 2026 by Implementing Regulation (EU) 2026/253, which merges the passenger and freight telematics requirements into a single Telematics (TEL) TSI. Railway undertakings, ticket vendors and station managers that implemented TAP messaging must transition to the requirements of the successor Telematics TSI from that date.
