Scope
Technical specification for interoperability setting noise emission limits for rolling stock — pass-by, stationary, starting and driver's cab interior noise — applicable to freight wagons, locomotives, multiple units and coaches. Amended by Reg. (EU) 2019/774 to introduce "quieter routes" requirements phasing composite brake blocks into freight wagons, and by Reg. (EU) 2023/1694 as part of the 2023 TSI package. Used by rolling stock manufacturers, railway undertakings and notified bodies in EC verification of new and upgraded vehicles.
Commission Regulation (EU) No 1304/2014, the Technical Specification for Interoperability for Noise, sets pass-by, stationary, starting and driver's cab interior noise emission limits for freight wagons, locomotives, multiple units and coaches placed in service on the EU rail network. Rolling stock manufacturers demonstrate compliance through defined test methods before notified bodies issue an EC declaration of verification, and railway undertakings operating existing fleets are subject to the TSI's provisions when vehicles are substantially renewed or upgraded. It was amended by Regulation (EU) 2019/774, which introduced 'quieter routes' provisions requiring the phased fitting of composite brake blocks -- which produce less rolling noise -- to freight wagons operating on specified noisy routes, and subsequently by Regulation (EU) 2023/1694 as part of the 2023 TSI revision package. The TSI works alongside the structural and braking requirements of the freight wagon and locomotive and passenger rolling stock TSIs, since brake block type is a primary driver of wheel-rail rolling noise. It remains the reference noise-emission standard applied in EC verification of new and upgraded rolling stock across the EU.
