Scope
The Telematics (TEL) TSI Technical Documents are the ERA-maintained implementation-level specifications — data models, message formats, code lists and reference files — that give the merged Telematics Applications TSI (Implementing Regulation (EU) 2026/253 of 6 February 2026) its concrete, machine-readable content, continuing the role the separate TAF and TAP TSIs' B-series technical documents played before the 2026 merger.
Since 1 March 2026, Implementing Regulation (EU) 2026/253 repeals the former TAF TSI (Reg. (EU) 1305/2014) and TAP TSI (Reg. (EU) 454/2011) — both already tracked in this library as TSI-TAF and TSI-TAP — and replaces them with a single Telematics Applications (TEL) TSI covering freight and passenger data exchange together. The regulation's technical documents, previously published individually as ERA PDFs (the TAF TSI's Appendix I documents and the TAP TSI's B.1-B.30 series covering tariff data, location databases, ticket layouts, digital security elements and data-exchange architecture), now live in a single ERA-maintained GitLab repository holding the different baselines and reference files that implement the TEL TSI. This entry tracks that repository as the practical, day-to-day resource IT suppliers, railway undertakings, ticket vendors and infrastructure managers use to implement TEL TSI-compliant systems — distinct from TSI-TAF/TSI-TAP/the TEL TSI regulation itself, which are the binding legal texts already in this library. ERA also publishes compliance reports and a step-by-step implementation guide on the same TEL TSI page, and maintains a separate Reference Data Portal (teleref.era.europa.eu) for the underlying reference data; national contact points designated under Art. 20 of the TEL TSI coordinate implementation per Member State. As implementation guidance rather than the TSI itself, this entry carries a legal_force of guidance.
