INF TSI 2023 Application Guide

Scope

ERA's non-binding guide for applying the Infrastructure TSI, updated to reflect Commission Implementing Regulation (EU) 2023/1694. It clarifies the TSI's basic parameters (line categories, structure gauge, track resistance, structures resistance to traffic loads, platforms, equivalent conicity) and the conformity assessment and EC verification procedures, and is used by infrastructure managers, designers and notified bodies alongside the TSI itself.

ERA's Infrastructure TSI Application Guide is the Agency's non-binding guide to applying the Technical Specification for Interoperability for the infrastructure subsystem, updated to reflect the amendments introduced by Commission Implementing Regulation (EU) 2023/1694. It clarifies the TSI's basic parameters -- including line categorisation, structure gauge, track resistance to applied loads, structures' resistance to traffic loads, platform dimensions and equivalent conicity -- and explains how the TSI's conformity assessment and EC verification procedures apply in practice to infrastructure design and construction projects. As with ERA's other subsystem application guides, it does not itself impose binding requirements but represents the Agency's official interpretation of the underlying TSI, developed in consultation with infrastructure managers, designers and notified bodies. Infrastructure managers, civil and track designers, and notified bodies use it alongside the TSI text itself and the detailed CEN infrastructure standards it references for line categorisation and gauging.
