    Scope

    Technical specification for interoperability defining accessibility requirements for persons with disabilities and persons with reduced mobility across the Union rail system, covering both infrastructure (stations, platforms, routes, ticketing and information) and rolling stock (doors, seating, wheelchair spaces, toilets, steps and visual/audible information). It sets the mandatory design parameters used by infrastructure managers, station managers, railway undertakings and vehicle manufacturers, and is the assessment basis applied by notified bodies for accessibility conformity.

    Commission Regulation (EU) No 1300/2014, the Technical Specification for Interoperability relating to accessibility for persons with disabilities and persons with reduced mobility, sets mandatory design parameters covering both the infrastructure and rolling stock subsystems of the EU rail system. On the infrastructure side it covers stations, platforms, routes, information systems and ticketing arrangements; on the rolling stock side it covers doors, seating, wheelchair spaces, accessible toilets, boarding aids and visual and audible passenger information. Infrastructure managers, station managers and railway undertakings apply the TSI when building or substantially renewing stations and vehicles, while notified bodies use it as the assessment basis for EC verification of accessibility conformity. It remains in force as amended, continuing as the reference technical standard for accessible design across new and upgraded EU rail infrastructure and rolling stock.
