    Scope

    Defines how a train's traction energy consumption and regeneration are measured, handled, communicated and assessed for conformity — the five-part series covering the on-board energy measurement system (EMS) required for cross-border energy billing under TSI ENE and TSI LOC&PAS. Part 1 sets the general system architecture and vocabulary that Parts 2 (metering function), 3 (data handling), 4 (communication) and 5 (conformity assessment) build on.

    EN 50463 exists because an electric train that runs across borders needs a single, auditable way to say how much energy it drew from — or fed back to — the catenary, so that infrastructure managers can bill railway undertakings and undertakings can settle among themselves without disputing whose meter is right. Part 1 defines the EMS reference architecture (current and voltage measurement function, energy calculation function, data handling and communication functions) and the general requirements the other parts specify in detail: Part 2 the metrological requirements of the energy-measuring function itself, Part 3 how measured energy billing data (CEBD) is formatted, stored and exported, Part 4 the communication interface to the on-ground energy data-collecting system, and Part 5 the type-test and installation conformity-assessment procedure. TSI ENE mandates the on-ground data-collecting system against Parts 3 and 4 (Appendix E of the TSI), and TSI LOC&PAS mandates the on-board EMS installation assessment against Part 5 (Appendix J-1) — together making the series a load-bearing reference for every new, renewed or upgraded electric vehicle. All five parts are harmonised standards under Implementing Decision (EU) 2023/2584, giving presumption of conformity with the corresponding essential requirements of Directive (EU) 2016/797; Parts 1, 2 and 3 carry the further A1:2024 amendment cited by amending Decision (EU) 2025/424, while Parts 4 and 5 remain OJ-cited at their bare 2017 edition even though CENELEC has since published A1:2025 (Part 4) and A1:2024 (Part 5) amendments not yet reflected in the Official Journal — a gap conformity files should handle explicitly. Used by EMS component and system suppliers, vehicle integrators, NoBos assessing the energy subsystem, and infrastructure managers building the billing chain.
