Vietnam Railways Restructured as National Group to Support Network Expansion

Vietnam Railways Corp formally became Vietnam National Railway Group on August 11, completing a restructuring designed to prepare the state operator for a period of rapid network growth through 2030 and beyond.

The reorganization groups the company's roughly 110 business areas into three core sectors: rail transport; railway construction and infrastructure maintenance; and industry and services. Vietnam's government is positioning the new group as the strategic hub of a broader domestic railway industry, anticipating major expansion driven by the planned north-south high-speed line and other large infrastructure programs.

Between 2026 and 2030, the government is targeting average annual growth of more than 10% in production value and revenue for the restructured group, with a longer planning horizon extending to 2035. Officials have said the aim is for the national railway to eventually operate and maintain not just the existing conventional network but also new high-speed and urban rail lines as part of a modernized national system.

The move mirrors restructurings seen elsewhere in Asia, where national rail operators have been reorganized into holding-company structures ahead of major capital programs, and signals Hanoi's intent to build domestic capacity to manage its rail expansion plans rather than relying solely on international partners.
