    Scope

    Technical Specification for Interoperability for the rolling stock – freight wagons subsystem (WAG TSI), setting requirements for wagon structures, running gear, braking, and markings for placing freight wagons on the EU rail network. Used by wagon manufacturers, keepers, entities in charge of maintenance and notified bodies for conformity assessment and vehicle authorisation; most recently amended by Implementing Regulation (EU) 2025/2064.

    Commission Regulation (EU) No 321/2013, the Technical Specification for Interoperability for the rolling stock -- freight wagons subsystem, sets requirements for wagon structural design, running gear, braking systems, and the markings that must appear on freight wagons placed on the EU rail network. Wagon manufacturers apply it when designing new wagon types, keepers and entities in charge of maintenance apply it when maintaining and modifying wagons in service, and notified bodies use it as the assessment basis for EC verification and vehicle authorisation. The TSI's noise-related brake block provisions interact directly with the requirements of the TSI Noise, since composite brake blocks are a shared compliance route for both rolling-noise reduction and braking performance. It has been amended multiple times, most recently by Implementing Regulation (EU) 2025/2064, with a consolidated version dated 4 November 2025 reflecting the current requirements in force. As one of the six subsystem TSIs under the Interoperability Directive, it remains the principal technical reference for authorising freight wagons for interoperable service across the EU.
