Scope

Implementing Regulation (EU) 2019/777 lays down the common specifications for the register of railway infrastructure (RINF), repealing the earlier Implementing Decision 2014/880/EU and defining the parameters infrastructure managers must publish for each line section of the network they manage. These parameters cover structure gauge, permissible axle load and speed, electrification characteristics, train detection systems and control-command and signalling equipment in place, giving a standardised technical description of the infrastructure available across the EU. The Regulation sets the deadlines by which infrastructure managers must populate and keep the register updated, and specifies the data format and access arrangements for the RINF application operated by the European Union Agency for Railways. Railway undertakings and vehicle authorisation applicants use the published data to carry out the route-compatibility checks required before running services or seeking area-of-use extensions, as further specified in the TSI Operation and Traffic Management. It remains in force as amended, and is the legal basis for the RINF register that underlies vehicle-route compatibility assessment across the network.
