Scope
Lays down the specifications for the vehicle registers referred to in Article 47 of Directive (EU) 2016/797, establishing the European Vehicle Register that harmonises the former national vehicle registers, and amends and repeals Decision 2007/756/EC. Defines registration content (European Vehicle Number, keeper, ECM, authorisation data), the registration process and access rights for NSAs, RUs, IMs and investigation bodies.
Implementing Decision (EU) 2018/1614 lays down the specifications for the vehicle registers required by Article 47 of Directive (EU) 2016/797, establishing the European Vehicle Register (EVR) as the harmonised successor to the national vehicle registers that Member States previously operated independently. It defines the mandatory data fields for each registered vehicle -- including the European Vehicle Number, keeper, entity in charge of maintenance, and authorisation references -- the registration and de-registration procedures, and the access rights granted to national safety authorities, railway undertakings, infrastructure managers, and accident investigation bodies. The Decision amends and repeals the earlier Decision 2007/756/EC, which had governed the fragmented national vehicle register model. By centralising and standardising vehicle data under a single specification, it supports cross-border interoperability checks, maintenance traceability and safety oversight of the EU rolling stock fleet.
