Directive 2007/59/EC — Certification of train drivers

Scope

Sets the EU framework for the certification of train drivers operating locomotives and trains: an EU-wide recognised licence, complementary certificates covering specific rolling stock and infrastructure, and harmonised medical, psychological and professional competence requirements. Applies to railway undertakings and infrastructure managers employing drivers, as well as recognised training centres and examiners.

Directive 2007/59/EC establishes the EU framework for certifying train drivers who operate locomotives and trains on the Union's railway system, introducing a two-part credential: an EU-wide recognised driving licence proving the driver meets minimum medical, psychological and general professional requirements, and one or more complementary certificates specifying the infrastructure and rolling stock the driver is authorised to operate. Railway undertakings and infrastructure managers that employ drivers are responsible for issuing complementary certificates and for ensuring drivers maintain the required competence through initial and periodic assessment. The Directive also sets requirements for the training centres and examiners who deliver and assess driver training, and establishes registers of licences and certificates to support cross-border checks and mutual recognition between Member States. It was consolidated as amended and remains applicable to drivers operating on the Union rail system, including cross-border services, subject to the specific cases and exemptions it defines for purely local, historical or heritage operations. Together with the certification and competence-management provisions of the TSI Operation and Traffic Management, it forms the core EU legal basis for train driver qualification.
