    Scope

    ERA's public database of notified national technical rules (NNTRs) applicable to vehicles in each member state, maintained under the Interoperability Directive to make national requirements transparent alongside the TSIs. Applicants for vehicle authorisation, NSAs and assessment bodies use it to identify which national rules apply where TSIs leave open points or specific cases.

    The Reference Document Database (RDD) is ERA's public database of notified national technical rules (NNTRs) applicable to railway vehicles in each EU Member State, maintained under the Interoperability Directive to make national requirements transparent alongside the harmonised Technical Specifications for Interoperability. Member States notify ERA of national rules that continue to apply where a TSI leaves an open point unaddressed, permits a specific national case, or where a national rule addresses an aspect not yet harmonised at EU level, and the RDD makes these notified rules searchable and accessible in one place. Applicants for vehicle authorisation use it to identify which national rules apply to their intended area of use beyond the harmonised TSI requirements, since a vehicle authorisation must address both TSI compliance and any applicable national rules. National safety authorities and assessment bodies also use it as the authoritative reference for national rules when assessing authorisation applications. It is operated by the European Union Agency for Railways as part of its central register functions supporting the single vehicle authorisation regime.
