Scope

The general-requirements series under the PRM TSI: Part 1 defines how visual contrast is specified and measured, Part 2 covers general information provision, and Part 3 covers optical and friction characteristics — the measurable definitions the accessibility requirements of the TSI rely on.

When the PRM TSI requires a handrail to 'contrast' with its background or signage to be readable, EN 16584 is where those words become measurable engineering: luminance-contrast definitions and measurement conditions (Part 1), the general requirements for information and its placement (Part 2), and optical/friction properties of surfaces (Part 3). The series is OJ-cited — 2017 editions, with 2025 revisions of Parts 1 and 3 added by the 2026 amendment — so applying it gives presumption of conformity for the corresponding TSI PRM clauses. Used by rolling-stock interior designers, station equipment suppliers and the NoBos assessing PRM conformity, together with the on-board equipment series EN 16585 and the boarding series EN 16586.
