Scope
Specifies the requirements and test methods for brake blocks — cast iron and composite (K, L, LL) — including friction characteristics, mechanical strength, wear behaviour and the dynamometer programmes used for product qualification and quality surveillance.
Brake blocks look like a commodity and behave like a system component: their friction law shapes stopping distances, their thermal behaviour interacts with wheel life, and the composite (K/LL) types are the enabling technology of the EU's freight-noise reduction push, since retrofitting quieter blocks is how the 'quieter routes' regime under the Noise TSI is met. EN 16452 consolidates the qualification regime — friction performance across the operating envelope on defined dynamometer programmes, static and dynamic strength, wear and damage criteria, and marking — and is OJ-cited, carrying presumption of conformity for the corresponding TSI WAG requirements. Used by friction-material suppliers, wagon keepers and ECMs, and assessors qualifying blocks for interchange service.
