EN 16334-1 — Railway applications — Passenger Alarm System — Part 1: System requirements for mainline rail

Scope

Specifies functional and safety requirements for the passenger alarm system on mainline rolling stock — the device passengers use to signal an emergency to the driver, including the criteria for detecting that a train has left a platform (so the alarm response can be overridden safely) and the failure-rate target for the alarm function. Part 1 covers mainline rail; a separate Part 2 (EN 16334-2:2020) covers urban rail and is not TSI-harmonised.

EN 16334-1 turns the TSI LOC&PAS passenger-alarm requirement into an engineerable specification: the functional behaviour of the alarm chain from passenger-operated device through to driver indication and any automatic braking response, the platform-departure detection criteria (clause 6.5) that let the system distinguish a genuine emergency from an alarm pulled just as the train leaves a platform — where an uncontrolled emergency stop could itself be dangerous — and the safety requirements, including a quantified failure-rate target (clause 8) used as input to the vehicle's risk assessment under the CSM-RA regulation. It is the interface point between passenger-facing equipment and the train's braking and communication systems, and interacts with the braking-override logic covered by EN 14198 and the vehicle's overall safety case under EN 50126-1. Part 1 is a harmonised standard under Implementing Decision (EU) 2023/2584 (Annex I row 65), giving presumption of conformity with the passenger-alarm essential requirements of TSI LOC&PAS. Part 2 (urban rail, EN 16334-2:2020) mirrors the same functional territory for metro and tram applications, which fall outside Directive (EU) 2016/797's scope and so carries no OJ citation. Passenger-alarm and door-system suppliers, vehicle integrators and NoBos assessing the LOC&PAS passenger-and-crew-related functions are the standard's principal users.
