    Scope

    Sets the technical-approval procedure for monobloc (forged and rolled) railway wheels: the mechanical-strength calculation methodology, thermomechanical (tread-braking) verification, and the fatigue and production-conformity checks a new wheel design and its manufacturer must pass before the wheel is accepted for service. Directly incorporated by reference into TSI LOC&PAS Appendix J-1 (index 40), making its design-verification clauses mandatory for wheel approval independent of the separate harmonised-standards route.

    EN 13979-1 is the gatekeeper standard for a new wheel design: mechanical-strength calculations under the three governing load cases (straight track, curving with flange contact, and switches-and-crossings with inside-flange contact), thermomechanical verification for tread-braked wheels where braking heat competes with mechanical strength, a fatigue-limit methodology, and — where calculation alone cannot demonstrate the required margins — the physical test programme that closes the gap. It works together with EN 13262 (wheel material and product verification), which governs the production-quality-control side once a design has been approved under EN 13979-1's procedure. The standard has an unusual regulatory position worth recording precisely: its clause 7/8 methodology is directly and mandatorily incorporated into TSI LOC&PAS via Appendix J-1 (index 40, at edition EN 13979-1:2020), a different legal mechanism from — and independent of — the Article 13 harmonised-standards route. Indeed the OLD edition (EN 13979-1:2003+A2:2011) was formally withdrawn from the Article-13 harmonised list (Annex I) of Implementing Decision (EU) 2023/2584 on 21 November 2023, with no successor edition added to that Annex; EN 13979-1 therefore currently carries no independent Article-13 presumption of conformity, even though its methodology remains a mandatory TSI reference. The current commercially published edition is EN 13979-1:2023. Wheel manufacturers, vehicle engineers responsible for wheel/axle design substantiation, and NoBos assessing the wheelset subsystem are the standard's core users.
