Scope
Directive 92/106/EEC is the founding EU instrument defining what legally constitutes "combined transport" (road-plus-rail or road-plus-inland-waterway/sea movements meeting specified conditions) and granting it road-transport tax relief and market-access exemptions to encourage modal shift. It is the legal complement to technical codification standards such as IRS 50596-6, underpinning combined-transport operators' and shippers' eligibility for the scheme's regulatory benefits.
