Ukraine: Ukrzaliznytsia Confirms 30% Rail Freight Tariff Hike From 1 August

Ukrainian Railways (Ukrzaliznytsia, UZ) confirmed a 30% increase in freight tariffs effective 1 August 2026, the company's first rate adjustment since June 2022, RailFreight.com and Interfax-Ukraine reported.

UZ said the "frozen" freight rates had led to an "extremely difficult financial situation," with electricity costs up 2.4 times since the last adjustment and freight transport becoming unprofitable at frozen rates. The company said it has kept operating through cost cuts, asset sales and scrap metal sales, and posted a net loss of UAH 7.6 billion in 2025 and UAH 9.3 billion in the first four months of 2026, with a full-year 2026 loss projected above UAH 13 billion. UZ said it actually needs a 45% increase to restore its finances, and that a further tariff decision for 1 January 2027 is still pending.

UZ argued the 30% rise amounts to roughly 7% a year averaged over the four-year freeze, and that Ukrainian rates remain two to three times lower than in most European countries, where operators adjust tariffs annually. The increase also raises the cost of moving empty wagons after unloading first- and second-class tariff cargo by 60%.

Ukraine's agriculture and metallurgy sectors, among UZ's largest freight customers, said the increase would put Ukrainian exporters at a significant competitive disadvantage, with some shippers warning they "might not survive" the change, according to Interfax-Ukraine.
