    PKP Cargo Wins Fourth Extension as Creditor Deal Deadline Moves to 15 September

    PKP Cargo has been granted a fourth extension to finalise the creditor arrangement underpinning its court-supervised restructuring. The operator filed its latest request with the Judge-Commissioner on August 31 — the day its final arrangement proposals had been due — and on September 4 the court moved the deadline to September 15, with the Creditors' Council's opinion on the proposals now due by October 15.

    The state-controlled operator entered restructuring in 2024 to stave off bankruptcy and is seeking agreement with creditors over claims worth around PLN 2.96 billion (about €690 million). PKP Cargo said talks with the Creditors' Council and individual creditors on the final terms are still underway, and that the extra time "increases the chances of their adoption and effective implementation of the Arrangement".

    The latest slip follows the appointment of a brokerage house to prepare a planned share issue intended to raise the money needed to implement the arrangement — meaning the adviser must now test whether changes to the creditor deal would still leave the capital raise workable.

    PKP Cargo's decline has been years in the making: management concedes the group failed to adapt its costs, organisation and fleet to a changing freight market, and its position was further damaged in 2022 when the government ordered it to prioritise emergency coal haulage from Polish ports, surrendering commercial traffic to competitors. The group's share of Polish rail freight volumes fell by almost nine percentage points between 2021 and 2024.

    What was intended to be a final agreement in the spring has now slipped through June, August and mid-September — a timeline creditors, employees and Poland's wider freight sector are watching closely.
