Skanska-Stacy Witbeck Joint Venture Wins $2.43bn Contract for LA's Van Nuys Light Rail

Los Angeles County Metropolitan Transportation Authority (LA Metro) has awarded a $2.43 billion design-build contract to a joint venture of Skanska and Stacy Witbeck for the East San Fernando Valley Light Rail Transit Project.

The new line will run 10.8 km along the Van Nuys Boulevard corridor, connecting Van Nuys station on the G Line bus rapid transit corridor to San Fernando Road. The project includes 11 stops, nine traction power substations, extensive utility relocations and a new maintenance facility, and is intended to improve public transport access for the communities of Panorama City, Arleta and Pacoima. The $2.43bn total includes Skanska's own $957 million share within a $1.9 billion base design-build scope, alongside preconstruction work and early-works packages already under way.

Construction began in July, with the joint venture, branded San Fernando Transit Constructors, targeting completion by December 2031. The contract builds on earlier preconstruction and early-works agreements between the partners and LA Metro.

The award is one of the largest light rail contracts let in the US this year and reflects continued momentum behind Los Angeles' transit expansion. For contractors and suppliers, it signals sustained demand for light rail construction expertise and traction power and systems integration work on the West Coast.
