
Webuild-FCC Joint Venture Signs $3.08bn Contract for Toronto's Ontario Line Tunnel Package
Webuild signed a EUR 2.7 billion (C$4.32 billion / US$3.08 billion) contract on August 5, 2026 for the Pape Tunnel and Underground Stations (PTUS) package of Toronto's Ontario Line, awarded by transit agency Metrolinx and Infrastructure Ontario to Pape North Connect, a joint venture led by Webuild with a 50% stake alongside FCC Canada, Arcadis and AECOM.
The contract moves the PTUS package from the collaborative development and advanced design phase, underway since 2024, into full construction under a progressive design-build model. The scope covers roughly 3km of twin bored tunnels, two underground stations (Pape and Cosburn), and a connection to the Toronto Transit Commission's Line 2 at Pape Station. The alignment runs from Gerrard Street through the Greektown and Pape Village neighbourhoods to Minton Place near the Don Valley Parkway.
The Ontario Line is a C$27 billion, 15.6km rapid transit line under development across Toronto, intended to relieve crowding on the existing subway network and add 15 new stations connecting to GO Transit, streetcar and bus routes.
