Scope
China's binding national railway safety law, published as State Council Decree No. 639 and hosted on the website of the National Railway Administration (NRA), the country's rail regulator. It establishes the top-level safety-management framework -- regulator/operator supervision responsibilities, construction and operating safety duties, and accident-handling requirements -- for the world's largest high-speed rail network, and underpins the NRA's subordinate GB/GB-T railway technical standards.
