Scope

The official rulebook approved by Transport Canada that governs the safe operation of federally regulated railways in Canada, covering employee responsibilities, signalling, train movement authority, and accident procedures. It is the primary day-to-day operating rules reference for Canadian railway crews and operators, published and updated directly on Transport Canada's website.

The Canadian Rail Operating Rules (CROR), in their January 28, 2025 version, are the official rulebook approved by Transport Canada under the authority of the Railway Safety Act, governing the safe day-to-day operation of federally regulated railways across Canada. They cover the responsibilities of railway employees in operational roles, the signal aspects and indications used across the network, the procedures by which train movement authority is granted and controlled, and the procedures to be followed in the event of an accident. As a periodically updated rulebook, the January 28, 2025 version supersedes the previous May 9, 2022 version, with each update reflecting operational lessons learned, technology changes or regulatory refinements since the prior version was approved. Railway crews, operators and rules-compliance officers of federally regulated Canadian railways use the CROR as their primary day-to-day operating reference, comparable in role to the operational rulebooks that EU railway undertakings must align with the TSI Operation and Traffic Management.
