    Keisei Electric Railway Plans Limited Express to Link Japan's Narita, Haneda by 2030s

    Japan's Keisei Electric Railway will launch a limited express service between Narita International Airport and Haneda Airport in the 2030s, cutting current travel times of approximately 90 minutes between the two facilities. The operator plans to begin the initial phase in fiscal 2028, connecting Narita Airport Station to Oshiage Station in Tokyo.

    The new service targets inbound tourism flows, allowing passengers arriving at Narita to transfer more efficiently to domestic flights departing from Haneda. The route will extend beyond Oshiage via the Toei Asakusa and Keikyu lines to complete the inter-airport link. Keisei Electric Railway operates train services across Tokyo and Chiba Prefecture.

    The project includes construction of a new elevated station and the addition of track capacity to double train frequencies on the route. Discussions between Japan's transport ministry, airport authorities and railway operators are ongoing to finalise infrastructure requirements and operational parameters. The paid limited express service represents a dedicated inter-airport connection for the Tokyo metropolitan area.

    Keisei's phased rollout begins with the Narita Airport Station–Oshiage section in fiscal 2028, before extending to Haneda in the following decade. The infrastructure works and frequency increase are designed to support growing passenger volumes and improve connectivity between Japan's two largest air gateways, which currently lack a direct rail link. The 2030s launch date reflects the lead time required for station construction, track doubling and integration with existing metro and private railway networks in the capital region.
