
Network Rail Consulting secures $28.1m Sound Transit asset management contract
Network Rail Consulting has been awarded a three-year Asset Management Support Services contract by Sound Transit, valued at approximately $25.6 million for the base term — $14.9 million for the initial three-year period and $10.7 million for two optional one-year extensions — plus a 10 percent contingency fund of $2.6 million, bringing the total authorized contract amount to $28.1 million. Network Rail Consulting announced the award on 15 July 2026.
The contract was authorized via Motion No. M2026-18, approved by Sound Transit's Rider Experience and Operations Committee at its meeting on 7 May 2026, which also built in the two optional one-year extensions to the base three-year term.
Sound Transit operates light rail, commuter rail and bus rapid transit services across the Puget Sound region and is currently expanding its Link light rail network as part of a large, multi-decade capital program.
Network Rail Consulting (NRC) is the international consultancy arm of Britain's Network Rail. The firm provides asset management, engineering and operational advisory services to rail operators and infrastructure managers worldwide.
The award follows Sound Transit's Request for Proposals No. RP 0187-25, advertised on 19 December 2025, which drew submissions from six firms. Under the awarded scope, NRC will provide asset management standardization and documentation, structured on-the-job coaching for maintenance staff, expanded technical training capacity, and independent verification of maintenance execution — work that supplements, rather than replaces, existing maintenance crews at Sound Transit and King County Metro. The engagement follows recommendations from Sound Transit's Resiliency Assessment Report, issued in February 2025, aimed at scaling maintenance standardization to match the growth of the Link system's fleet size, track mileage, power systems and facilities.
The successful bidder committed to 9.29 percent small business participation on the contract, exceeding Sound Transit's 8 percent goal.
NRC will draw on methodologies and practices developed within Britain's mainline railway network to support Sound Transit's asset management framework.
