    Siemens Mobility Secures PPP Contract for 61 Mireo Plus B BEMUs in Germany

    Germany's Siemens Mobility has secured a long-term public-private partnership contract to maintain a fleet of 61 Mireo Plus B battery electric multiple units for the Northern Westphalia network.

    The PPP structure involves Rock Rail owning and leasing the trains, while Siemens provides long-term maintenance services. The arrangement combines financing and technical support for the battery electric fleet, integrating asset ownership with operational responsibility under a single contractual framework.

    The Mireo Plus B units represent Siemens Mobility's battery electric platform, designed for non-electrified routes where overhead wire infrastructure is absent or cost-prohibitive. The 61-unit fleet will operate on services in Northern Westphalia, where the technology enables zero-emission operation on unelectrified sections while recharging on electrified portions of the network.

    The PPP model allows public transport authorities to deploy advanced rolling stock without upfront capital expenditure, transferring asset ownership to private financiers while securing guaranteed maintenance performance from the manufacturer. Rock Rail's role as lessor separates financing risk from operational delivery, a structure increasingly common in European regional rail procurements where budget constraints limit direct public ownership of new fleets.
