
Port Polska and PKP Cargo sign non-binding rail freight cooperation letter of intent
PKP Cargo, currently under restructuring, signed a non-binding letter of intent with Centralny Port Komunikacyjny (CPK) — the state-owned company delivering the Port Polska programme — on 10 July 2026 to explore cooperation on rail freight development, according to RailFreight.com.
Under the agreement, CPK and PKP Cargo plan to jointly assess requirements for new railway infrastructure, terminal capacity and logistics facilities within Port Polska, the CPK-led initiative building a new central airport, high-speed rail network and logistics hub between Warsaw and Łódź. The aim is to factor freight needs into the design of new lines, terminals and technical facilities from the planning stage onward, covering intermodal freight development, freight traffic management, and the siting of terminals and sidings.
PKP Cargo has said it hopes to position itself as a leading rail carrier for aggregate and construction-material flows tied to Port Polska's construction activities, though this reflects the carrier's stated ambition rather than a term of the letter of intent itself, which does not designate an operator.
PKP Cargo stressed that the letter of intent is non-binding and does not constitute an obligating contract — it only confirms the parties' willingness to hold further talks and pursue eventual cooperation. The agreement was signed by PKP Cargo S.A. in restructuring, reflecting the carrier's ongoing financial reorganisation process.
