Infraestruturas de Portugal, formed in 2015 by the merger of REFER (rail) and EP (roads), is the wholly state-owned Portuguese transport infrastructure manager headquartered in Almada. With around 3,600 employees and EUR 1.55 billion in FY2024 revenue, it manages the national rail and road networks and is the counterparty for the PNI 2030 modernisation programme including Linha do Norte upgrades and the Lisbon–Porto high-speed line.
