Rail Baltica Electrification Subsystem (COBELEC, EE+LV+LT) is a conventional rail project in Latvia, currently procurement.

This 870 km electrification programme upgrades the existing Latvia corridor to 2×25 kV AC 50 Hz. The line uses 2×25 kV AC 50 Hz electrification, ERTMS Level 2 signalling and 1435 mm standard gauge. RB Rail AS (on behalf of EE/LV/LT) is delivering the project, with COBELEC Rail Baltica (Cobra Instalaciones y Servicios SA + Elecnor Servicios y Proyectos SAU) as main contractor. Target opening is 2030, with an investment of EUR 1.8 bn (~USD 1.8 bn).

Construction began in 2025, with completion expected in 2030.

The project has an estimated investment of €1.77B.
